Eligibility and Guidelines

To participate in SVEP's program, workers must meet certain guidelines and eligibility requirements. Please read the information below carefully to make sure that you are able to participate.

1. Work Status:

An individual requesting SVEP training and/or scholarships must fall into one of these categories:

  • Dislocated Worker – has been terminated or laid off or has received notice of termination or lay-off from employment. This applicant can provide termination notice, employer statement of separation or an unemployment claim.
  • Unemployed Worker – was self-employed and is now unemployed or without a job and available to work full-time.
  • Employed Worker – is currently employed part-time and needs to secure full-time employment, seeks training to advance career, desires training to upgrade skills and/or desires training to retain work in current occupation.

2. Education Level:

Applicants must have a high school diploma or GED equivalent.

3. Completed Documentation:

Applicants must fully complete and sign the SVEP training application documents.This information is collected for the purpose of accountability in the use of federal funds for training and scholarships. Permission for the release of information is included on the application form and acknowledged with the applicant’s signature. In the absence of an applicant’s signature, funds may not be awarded.

4. Place of Work or Residence:

An applicant must work or reside within the primary grant service region or be a dislocated or unemployed worker from the primary grant service region. The primary service region includes the counties of Frederick, Clarke, Fauquier, Rappahannock, Warren, Page, Shenandoah, Rockingham, Augusta, Highland, Bath, Rockbridge, Alleghany, and northern Botetourt, and the cities of Winchester, Harrisonburg, Staunton, Waynesboro, Lexington, Covington, Clifton Forge, and Buena Vista. It includes the service regions for Lord Fairfax, Blue Ridge and Dabney S. Lancaster Community Colleges. The service region for Virginia Manufacturers Association and JMU programs includes the Commonwealth of Virginia.

Both Virginia residents and out-of-state applicants are eligible for scholarships, if they meet eligibility requirements and reside or work in the primary grant service region. The maximum scholarship amount to be funded will not exceed the in-state tuition rates.

5. Employment Eligibility:

One document is required as proof of eligibility to work in the United States. A U.S. passport, Social Security card or hand gun permit are frequently provided. See Participant Verification Eligibility Chart for complete list.

6. Age Verification:

One document is required as proof the applicant is 18 years or older. A driver's license, birth certificate or U.S. passport are frequently provided. See Participant Verification Eligibility Chart for complete list.

7. Selective Service Registration Verification:

If applicant is male and born on or after Jan. 1, 1960, proof of selective service registration is required.

8. Education and Training Requirements:

Eligible training and/or scholarship applicants must meet education and training provider requirements for enrollment, program specific assessments, and course registration. It is the responsibility of the participant to work with the education and training provider and the Participant Employment Specialist to understand and meet these requirements.
